Dr. John Ray has article published in Parliamentary Journal
Dr. John W. Ray of Montana Tech’s Liberal Studies Department has had an article entitled “Parliamentary Procedure as a Means of Mending Our Broken Politics” published in the April 2015 edition of Parliamentary Journal which is an international journal devoted to the study of parliamentary affairs and theory.
Dr. Ray is a past President of the Commission on American Parliamentary Practice and has twice received that association’s Phifer Award for outstanding scholarship in the area of parliamentary procedure. He has contributed several articles in the past to Parliamentary Journal.
Dr. Ray notes that “While people disagree on the issues, citizens should be able to agree on the rules for debating controversial topics. Adherence to the practice and rules of parliamentary procedure can advance civility in our public debates as well as providing an efficacious means for making political decisions.”
